Coast Guard Detachment Trains Djiboutians
U.S. Coast Guard personnel recently provided the Djiboutian Coast Guard and Navy with lessons
ranging from basic boarding techniques to apprehension of non-compliant mariners.

MANAMA, Bahrain, May 3, 2006 — U.S. Coast Guard Law Enforcement Detachment 401, based out of Mayport, Fla., recently provided training to Djibouti's navy and coast guard, April 25 -27.

The detachment, embarked aboard USS Typhoon, gave the Djiboutians lessons that ranged from basic boarding techniques to apprehension of non-compliant mariners.

The ship conducted maritime security operations, along with U.S. Coast Guard Cutter Wrangell and Royal Dutch Navy support ship HNLMS Amsterdam, in and around the Arabian Sea.

Coast Guard law enforcement has been conducting training in Southwest Asia for nearly 12 years and currently there are two detachments deployed to the area providing training, such as drug interdiction, human smuggling prevention, anti-terrorism and intelligence collection.

Prior to deploying to the Arabian Sea, the detachment was in the North Arabian Gulf protecting Iraqi oil platforms, which are significant sources of revenue for the Iraqi people and for the country's rebuilding efforts.

“[The Coast Guard] is very flexible,” said U.S. Coast Guard Lt. j.g. Jason Finison, officer-in-charge of Law Enforcement Detachment 401. “We're in the theatre to be the experts in law enforcement and to not only [train regional nations], but to handle non-compliant boardings and extreme scenarios out at sea.”

The training's focus was largely on advanced training in law enforcement in the 5th Fleet area of operations.

“[Regional] nations are primarily working within their territorial waters, conducting security patrols, basic boardings and searches of vessels that come into their waters,” said Finison, who hails from Sharell, S.C.

"The intention is for regional nations to take part in there own security,” said U.S. Navy Lt. Erin Sherry, Destroyer Squadron 50's assistant operations officer. The squadron staff members were embarked onboard Amsterdam during the underway period.

“The Djiboutians are among the countries that want to build up their navy and coast guard,” she said. “[They want] to be a legitimate presence.”

Training efforts in the region are a Navy and Coast Guard joint effort, with the Navy providing operational input and the Coast Guard providing a bulk of the expertise.

According to Finison, the Djiboutians were very receptive.

“{Djiboutian coast guardsmen and sailors] were leaning forward and paying attention to what the facilitators were saying and taking it seriously,” he said. “They want to learn. They're passionate about what they're doing and very proud.”

According to Finison, equipping regional nations such as Djibouti with sufficient training will enhance maritime security operations in the region.

“[They're] essentially the front-line,” he said. “Coalition forces maintain security for their own assets, but there's also another layer of security. That's going to be the responsibility of the [Djiboutians].”

Maritime security operations set the conditions for security and stability in the maritime environment as well as complement the counter-terrorism and security efforts of regional nations. These operations deny international terrorists use of the maritime environment as a venue for attack or to transport personnel, weapons, or other material.

Thanks for that story sandrat, of all of our military branches the COAST GUARD shines the brightest, unsung heroes one and all. Funny, just now this architect is working on a different kind of helicopter design that could do great things for the coast guard : it lifts heavy loads, can nudge up against tall buildings/cliffs, land on and take off from water, no vortex ring danger as in the osprey, and yet highly maneuverable. It's akin to the Dragan Flyer II RC helicopter model(made in canada, sells for $700). An Israeli who used to work on the russian buran space shuttle is now working on the basic idea in ashdod as a high rise rescue helicopter, inspired by the poor folks who jumped out of the twin trade towers on 9/11 to escape being burned alive. Would you happen to know of anyone in the coast guard who would be interested in the idea?

Thanks. I was going to just send it to the commandant of the coast guard but it would be far better to send it to someone knowledgeable about coast guard helicopters. I sent the idea, with my Senator Conrad Burns help, to some navy guy on an aircraft carrier a couple of years ago. He couldn't find anything wrong with the concept aerodynamically, as a form of it, the Dragan Flyer II RC model, has long been on the model helicopter market(about $700 for the kit); but he didn't like it because he couldn't fold it up on his aircraft carrier deck!!!....So much for navy-mentality....What prompted me to think of the coast guard is the story of a CG rescue chopper that had to ditch in heavy seas. Totally un-necessary I thought, complete waste of those brave men's lives with a POOR/retro helicopter design. Hey, if we're a SUPER POWER, why can't we at least come up with something better than what the CG has to work with now as rescue helicopters? Also, I have other ideas they may find useful. So, get me in touch with the right technical guy, ok?
