How is it that you charge someone with ANYTHING with the UNDERSTANDING that the charges will be dropped in 18 months?

It's called Deferred Adjudication. All it means is that no finding of guilt or innocence will be found and the investigation will cease for the terms agreed on. If the terms are met for the length of time then there is automatically a finding of not guilty. If somehow the terms aren't met then everything starts back up.

You pretty much got it, there had to be a little candy for everyone in the deal. The prosecutor had to look good for his rat buddies and Rush was not about to admit to anything dumb. So Black created a pretty slick out. Got to hand it to him.
