It's still confusing to me.

OK here is the quick and dirty --- Roy Black and prosecutor's arranged plea deal ... Prosecutor's filed charge ... Limbaugh surrendered (IE ARRESTED) ... Limbaugh plead not guilty ... JUdge accepted plea and deal ... Limbaugh posted bail and was released. End of story.

Provided Rush stays clean for the next 18 months.

Your analysis is correct - but "surrendering" to a warrant does have the term "arrested" to it - because you are actually booked and then released.
