If every government worker who disagrees with the Administration's position leaked whatever came across their desks, we'd have chaos. The CIA executive did NOT have the authority to do what she did, and must be made an example of.

And furthermore, disagreement is disagreement. Leaking CLASSIFIED information is breaking the law. Gov't agencies make employees take Non-Disclosure and Intelligence Protection tests on a regular basis. You must sign many papers a year saying that you will not leak information that has a classified status to those without the Need To Know. Juan may want to redo his research.

I think I also read that she was in the CIA department that is the equivalent of Internal Affairs. She was supposed to be where you go if you have a difference of opinion (instead of going to the press).
