I think I also read that she was in the CIA department that is the equivalent of Internal Affairs. She was supposed to be where you go if you have a difference of opinion (instead of going to the press).

She was supposed to be where you go if you have a difference of opinion (instead of going to the press).She could've gone to members of the House's and/or the Senate's intel committees, too. She had avenues of recourse.
