These people do not worry about anything. Ice is corrupt to the core. CBP is opening up about the corruption, and has even prosecuted some of the more egregious cases. Guaranteed that whoever rolled over on this company did it to get a lighter sentence for themselves or their family. Think of it this way: the war on drugs was won in short order without spending billions of dollars. If you believe that a "war on illicit labor" is going to be inexpensive, quick, and will leave our liberties intact; reference the ICE website. They perform much more drug interdiction than anything else. Makes a person ask why that is.
"The contraband, which was seized in two parts, was hidden within wooden pallets of an empty shipping container."
http://www.ice.gov/pi/news/newsreleases/articles/060412miami.htm Wooden pallets are a common item, and this could be a coincidence.

I don't think the "war on drugs" has been won. They're still finding tunnels and busting drug dealers in my former hometown.

"Ice is corrupt to the core." What faction of government is NOT corrupt in one way or another? Have you noticed that politicians don't consider themselves to be humble servants of the people? Oh no, they're 'powerful people'...in their own eyes. And what makes them power? Our money!
