Bush was born into the governing class and on some issues he takes a very "governing class" point of view. On other matters -- not so much.
Some of his big government views are shaped by the close relations between business and government in Texas politics and culture.
Both his "governing class" background and the Texas "business-government" partnership attitude are reflected in his views on immigration.
The Myers nomination was more the result of cronyism than of an evil plan.
