Statements by Senator John Cornyn:
I favor a second chance for hard-working illegal aliens currently within the United States,
Congress should also consider alternatives to amnesty. Senator Kyl and I introduced a bill that would grant all twelve million illegal aliens a second chance, but would not treat them better than legal immigrants who comply with the law. Illegal aliens who register with the government would immediately obtain work and travel authorization (and the legal protections that come with them) and would have a five-year period to depart. In order to avoid disruption of families and businesses, our bill would allow them to immediately re-enter legally. Our proposal neither rewards nor unduly punishes illegal aliens; instead, it places them on equal footing with other immigrants so that every individual has an equal opportunity to obtain a green card and citizenship.

Seven Steps For Self-Deportation

The following is an outline of a seven-step strategy that, when combined with current deportation efforts will cause the attrition (self-deportation) of the majority of those here illegally and greatly restrict the inbound illegal flow. We believe Encouraged Reverse Migration is the most viable strategy available to the U.S. government and one that will work over a short time horizon.
Step 1
Secure the Borders
* Extend fencing and increase border security on both borders
* Implement 'virtual border' technology where appropriate
* Increase manpower (Border Patrol Agents, CBP Agents)
* Substantially increase detention space (end Catch-and-Release)
* Uniformly apply expedited removal of illegal entrants
* Expeditiously implement comprehensive entry-exit (US-VISIT) system
Step 2
Apply Strong and Serious Worksite Enforcement
* Implement mandatory Electronic Eligibility Verification System
* Reduce number of documents permitted to show work authorization
* Increase and consistently apply civil and criminal penalties against
employers of illegal aliens
* Dramatically increase the number of Worksite Enforcement Agents
* Permit civil actions for employers against other employers who fail to
verify work eligibility of their employees
* Eliminate federal preemption on employer sanctions (i.e. allow states
to impose stricter penalties)
Step 3
Eliminate Document Fraud
* Rapidly increase and implement use of biometrics in immigration
documents
* Secure the Social Security card (counterfeit and tamper-resistant,
laminated like a driver's license)
* Expeditiously and fully implement the REAL ID Act including training of
immigration officials in detection of document fraud
Step 4
Reform the Unwitting Accomplices: the SSA and IRS
* Reform tax laws so employers cannot use employment of illegal aliens to
their advantage (i.e. deduction of wages and benefits)
* Provide increased resources for IRS to investigate and apply sanctions
for fraudulent tax returns submitted by employers and aliens
* Restrict use of ITINs (Individual Tax Identification Numbers) to only
tax-related purposes
* Require SSA to share information with DHS on issuance of no-match
letters to employers
* Bar work performed illegally from counting towards Social Security
Step 5
Encourage State and Local Law Enforcement Authorities to Enforce
Immigration Laws
* Clarify that there is no preemption
* Require federal reimbursement for state and local law enforcement
expenses directly related to illegal immigration except where local
sanctuary policies encourage illegal immigrant settlement
* Enhance coordination and information sharing between local and federal
law enforcement
Step 6
Eliminate State and Local Benefits
* Withhold federal grants to public universities that enroll aliens who
have neither legal residence nor a valid visa
* Encourage laws denying other privileges and benefits to illegal aliens
* Deny by law U.S. citizenship to children born in the US to illegal
aliens
Step 7
Give DHS and DOJ Resources Necessary to do its job; improve efficiency
(remember national security is riding on this too!)
* Establish an Assistant U.S. Attorney General for immigration
enforcement within DOJ
* Provide additional immigration judges
* Provide additional prosecutors
The only current pending legislation to fully incorporate the elements necessary for Encouraged Reverse Migration is H.R. 4313, the TRUE Enforcement and Border Security
About the only one I really trust on this immigration issue is Tancredo. If he isn't commenting positively in response, I don't trust whoever it is whose mouth is flapping. They're all a bunch of grandstanding sons-of-biscuits. Treasonous traitors too.
