But it seems to be a good discussion of the term and how Congress has morphed the meanings to put the members above the law. (A speeding ticket under the original meaning was a breach of the peace of that state. Simply it was breaking the law.)

Your suggestion could be correct, but I don't think Senator Allen will run for President.
Senator John Warner may not run for re-election in 2008. Tom Delay would be the most likely person to run for his office, IMHO.

I got really hammered by my mis-spelling yesterday...I'm so sorry, but I was working from home and my phone and email went off the hook at the same time and I was a bit busy. You know I love Tom Delay and wish HE were running for President instead of LEAVING. Sorry 'about that...I couldn't correct my error until later.
