Fining employers thousands of dollars per worker per offense doesn't sound like it would do anything to me. Heck, just add the fines to your product costs.

That works until the fine plus wages paid to your employees drives your costs higher than your competitor who employs only legal labor. Make the fines high enough to force that condition. The legal only employer will be able to offer product at a final cost less than the employer of illegals.

I agree with your premise, you want to drive up the employers illegal costs, way over that for employing legals. But I do support a guest worker program, one that is far simpler than the current maze. Control the border first, then institute a guest worker program.
