OPINION from a Non-Geek computer
user:
I've watched some of the hearings on CSPAN regarding the FBI computer systems.
Simply put, the systems/programs need to talk to each other
or in other words -- be compatible.
Solution:
Start fresh.
Really.
Allow data entry operators to input all the new
info (reports, FI contacts, etc.) that occurs from day to day.
Hire a bunch of additional data input operators to add the info from all
the various old systems into your new, fresh computer system.
Now the FBI will have a workable system.
Will this be easy?
No.
Doable?
Probably.
Anyway, something to consider.

I've seen this put into action by private companies. It definitely can work.
When we give billions of dollars to foreign governments that spit in our face, it annoys me to no end to know agencies entrusted with the security of our country are left to micro-manage every penny in order to survive.
