I worked as a commerial investment analyst on deals up to $1B; on deals more than that, the CFO had to sign off. Sometimes a deal just couldn't come together, despite working toward conclusion for nearly a year.
There are, at a minimum, tens of thousands of dollars involved in bringing a deal together. Include staff time and you're in the hundreds of thousands of dollars.
Every businessman who has been similarly shafted has threatened retaliation in some form. I don't blame the UAE in any way and would do the same.

Lets get a few things straight, those usa bases were there to PROTECT UAE from Iraq. Dito the other pricipalities in the middle east. The UAE will fall without a security garrantee from the usa. I am begining to think the hell with the entire region, let them all behead one another.
However we told them that they are not great friends but rather they are terrorists and we do not trust them to manage some terminals in our ports. Do you expect them to agree with us on this?
WE already showed that we're not worth having as a friend, we only take and then are stupid enough to think we can continue to take after we've kicked someone in the face.
Do you really think it was risk free for them to allow us to use their ports and landing bases? Do you really think it was free for them to provide security for our troops when they were on R&R?

I have followed the deal, pros and cons, and am still against it. They can threaten us all they want. They would sooner or later anyway in one way or another. That's one reason I was not comfortable with the deal but not the only one.
As things stood, they gained as much as we did. If they want to play hardball, let them. We need to extricate ourselves from having to deal with them if at all possible.
actually it is called reciprocity. our government is demonizing their purchase of the terminal leases and trying to stop it. thus they will alter some dealings with us as well. You expect to throw them out of the terminals in the US and there be no consequences to our access to their country?
