I'm not sure how he (and Senate leadership) plan to play this.Maybe it will become clearer when the players start to show up. I find it quite confusing, however. They had the two bills, went to conference and the Senate did not get its bill in its pure form. Now Specter offers amendments to take it back in the direction of the Senate form. How will the members of the House react to this?

I think the bill is meant to operate in the future, and not affect the passage that just took place. Window dressing perhaps.
