Most laws penalize use of narcotics. The de facto situation is anti drug/narcotics/marijuana. Druggies go to jail because the laws say they should. The citizenry has already decided on what they want. They want strict enforcement against drug use...and they are mainly against so called medicinal marijuana.
I am not. If it were proven that specific chemical agents in marijuana acted as a medicine and pain alleviants, I would support the marketing and production of these agents as pharmaceurticals to be prescribed and sold like other medicines. The jury is still out on that..until there is consensus, pot medicine will have to be relegated to the lights in the basement.
