In what way? Are auctioneers not required to report large cash transactions?

You pay big bucks, cash for trash. The auctioneer only gets a small percentage. In theory you can get bribed by selling blank paper, and thouroughly legal.

Case in point, Labor unions buying thousands of copies of very thin books as a payoff to a politician.
