Also according the what I heard on FOX news these companies like P&O only lease space at these ports. They do not lease the whole port. I do not know what percentage, but it is only a part of the port.

That's right. In the port of New York, for example, P&O Ports is a 50% partner with Maersk in operating one of seven port terminals (five of them container terminals, by my count). So they are operating either 1/14th or 1/10th of the terminals in the port, depending on how you look at it.

Most port authorities are state run agencies. They build the infrastructure then lease the space to terminal operators like P&O Ports, DPW and APM. Those operators in turn bid on providing services to the steamship lines. I spent about 15 minutes on the phone the other day with a friend at the Tampa Port Authority getting educated on this.
