It has long held as a mater of fact that a leader is only capable of controlling a total of 200 people of similar interests without fatal internal strife, under ideal conditions.
I'm watching a village of 83 souls, most of them related by family name and native american tribal membership, literally about to go to war over a sewer system grant and bond application.
Greed and envy are powerful motivators. Politicians and bureaucrats feed these motivations with "incentives" to individuals or groups to control their support or loyalty. This is how cities currently operate.
American towns are spacious compared to the rest of the world, but if I were to put the same concentration of animals in a pen, I would be a sadistic bastard, and the animals would tear themselves apart. Humans endure these concentrations voluntarily, with the same predictable results.
Towns grew from mutual defence, trade, and entertainment needs in a region. Thanks to satellite and internet communication and simple transportation across the nation, the reasons to live in an urban enviroment is largely archaic, dangerous, and unhealthy.
A better question might be: "How does one escape?"
One of my pastimes is to research real estate in towns like Greenwich,New Canaan,Port Chester and Rye.
I'm continuously amazed that a house that's listed for $1 million in Greenwich has a prop tax bill of around $5K/yr whereas a place listed at a million in Port Chester,NY (a 5 minute drive from Greenwich) has a prop tax of closer to $12K/yr.

San Luis Arizona. Just a short 25 mile drive down hwy 95 from Yuma. These clowns don't care who sees the stunts they pull. It's a 3 ring circus Barnum and Bailey would be proud of. Their exploits are too numerous to mention. Check out
www.yumasun.com. On any given day there will be a story about the Mayor and the City Council finding new ways to screw the taxpayer, and enrich themselves. It would be amusing if it wasn't true.
It looks like someone shut down 60% of the industry back in '60 and then just walked off the job leaving everything just as it was. I would classify Buffalo's leadership as less corrupt and more just plain incompetent. Young people are leaving the region in droves. There's a constant battle between the Niagara waterfront politicians and the Buffalo ones. They seem to often misread the tea leaves in developing the area.
They'll figure it all out one of these days. Of course it may be too late by then.

San Francisco should be on the list. At least from the days of Rev. Jim Jones, who had numerous politicians in his pocket, to the present catering to illegal aliens and other criminals, it is a corrupt city.

It would be interesting to see the party of each city's mayor and governing body.
My money says the Dems will be the governing party and claim the mayor in 95% of cities deemed corrupt.

For it's size, Richmond, VA is run by corrupt and inept individuals from the Mayor on down. Nothing has changed in 20 years.
When Mayor Wilder was governor he chased a number of existing and potential corporations away from VA. Now the Richmond metro citizens are seeing the affects that he has on the economy.
Another liberal wonder elected by those who haven't a clue.
