Hands down, DETROIT.
What else do you say about a city with a worse unemployment rate than New Orleans? There's not even a hurricane to blame it on, unless you count racism and hatred of the suburbs.

Similar to Atlanta. While not the worst, the multi-decade mayoral reigns of Andy Young, the corrupt Maynard Jackson, and the even more corrupt Bill Campbell, put the city in the running for a top-10 spot, for sure.
Shirley Franklin, the new mayor, seems pretty darn good, and certainly has things headed in a better direction, though like DC, there are plenty of legacy issues to be dealt with over time.

The city is losing population hand over fist. Large swaths of Detroit look like a war zone.

I can't really disagree, but remember, Springfield MA, achieves approximately the same dreary results for about half the dough per capita as Boston. Everything cost more in Boston, even corruption.

Simple! White flight, and the ones left in the City are not a tax-base, but a tax-burden, and in order to keep the liberal handouts coming, they elect the same ones who keep handing them their welfare.
Makes sense, because, if you elect someone else, the free handout would be over!

Absolutely the winner.
Washington, D.C. is like a big sieve. Increasing amounts of money pour into the sieve in an effort to keep it full while money runs out all over the place to no one knows where.
The City makes no progress on crime, education, social concerns and yet looks great to the uneducated eye because all of the money flowing into the place provides an attractive veneer.

Hartford CT.Did you see the comparison chart in the Hartford Courant yesterday (Saturday, 2-18) re: car taxes, town by town? Property tax on a 2 year-old Mercedes in DARIEN: $900. Same car in Hartford: $5,000! We can only conclude from this that the quality of life in Hartford is more than 5X better than in Darien!
