The Violence Against Women Act signed by President Bush on Jan. 5 contains an almost unnoticed attachment.

Subtitle D, also known as the International Marriage Broker Regulation Act of 2005 (IMBA), will become law when VAWA is enacted. The IMBA is an ostensibly noble measure with a surprising and ominous twist.

The scant attention directed toward the IMBA has been positive.

A headline in Washington State's The Daily Herald announced, "Mail-order brides gain protection" with the subtitle "The mother of a murdered immigrant hopes that pending federal legislation will keep foreign brides from abuse, neglect and slavery."

The "murdered immigrant" refers to Anastasia King, a "mail-order bride" from the former Soviet Union. In 2000, King was murdered by her husband in Washington State where the case created a sensation largely because the husband had violently assaulted a previous "mail-order bride."

Rep. Rick Larsen, D-Wash., and Sen. Maria Cantwell, D-Wash., who championed the measure for years, introduced the IMBA to Congress.

Some parts sound reasonable. For example, U.S. consulates will provide "mail-order brides" with brochures that explain their legal rights.

Other parts sound draconian. For example, the IMBA requires American men who wish to correspond with foreign women through private for-profit matchmaking agencies to first provide those businesses with their police records and other personal information to be turned over to the women.

Corresponding with a foreigner is legal. Marrying a foreigner is legal. Immigrating spouses and their husbands go through rigorous and lengthy screening before visas are issued. U.S. laws against violence protect "mail-order brides."

Now American men who wish to pursue a legal activity must release their government files to a foreign business and foreign individuals for their personal benefit.

(Note: The act's language is gender-neutral but its clear purpose is to protect foreign women from predatory American men. Application to "male-order husbands" would be incidental as such 'brides' are relatively rare.)

The disclosure requirement is detailed under the provision entitled "Obligations of International Marriage Broker With Respect to Mandatory Collection of Information."

An international broker cannot provide contact or general information on a foreign woman to an American man unless that broker first collects and discloses to the woman the following information about the man:

Every state of residence since the age of 18; Current or previous marriages as well as how and when they terminated; Information on children under 18; Any arrest or conviction related to controlled substances, alcohol or prostitution, making no distinction on arrests not leading to conviction; Any court orders, including temporary restraining orders, which are notoriously easy to procure; Any arrest or conviction for crimes ranging from "homicide" to "child neglect"; Any arrest or conviction for "similar activity in violation of Federal, State or local criminal law" without specifying what "similar" means. U.S. law will provide foreign women with extensive government information on American suitors that is not similarly offered to American women — which it shouldn't it be either.

Contacting a woman for romantic purposes — internationally or domestically — is not a crime. Those who do so are not a priori criminals who must prove themselves innocent before being allowed an e-mail exchange.

Mail order brides are, pretty much, always a bad idea.

I am married to a Russian lady, and so are many of my friends, but I have never met a mail order bride. Nor would I know where to find one. Maybe you need to check your vocabulary.

There is nothing to "go through". As with Match.com you pay $20 and get to say hello in an email or a telegram (Russia still has telegrams) or phone call. Americans are innocent until proven guilty in most of the world. The American feminists and now the Republicans and Democrats want to change this.

On the American sites like Yahoo and Match.com, the photos are horrible reflecting the attitude of most of the feminists on them (although I made a few American friends who were convinced to improve their photos in the future). The feminists want to show headshots only or full length in a winter coat. On some foreign sites, the women go out of their way to get professional photos made in sets, resulting in a very classy set of photos like the one below:

Because you will only rarely find photos like this on an American site, this graphically points out a positive attitude, which in itself is a draw.

American feminists are jealous of women like this...so they make up slanders about prostitution which are generally not true (this woman is a strict Orthodox who wouldn't sleep with a man in the first 10 dates).

They don't care about Anastasia King any more than they cared about OJ's wife. They just figured that white single males would take an outrageous law like this lying down while they knew that black men would rightfully get furious (and break the law) if there was a law saying that black men needed to fill out a form in order to talk to a white woman.

For the person who said that the government will collect fees for this form: NO. That is not the issue. The form is being made by the individual websites and agencies who are too big and successful to risk being the first to break the law (they are having smaller affiliates challenge the law and will pay the legal fees until they get this joke overturned).

The form is simply a pain in the neck. You answer 15 questions like:

Have you ever been married? How many children do you have? Have you ever been arrested? Have you ever had a restraining order (even if by a left wing professor who spoke treason on your campus and you wanted to debate him but he was scared to debate - this did not happen to me but could have)?

No date of birth info is necessary. The woman who gets this form will know NOTHING about the man when she gets it. It is just a bureacratic Nazi style piece of paperwork that will cause delays and signal that American men are untrustworthy. This law is going down. Think of what will happen if it is allowed to stand (all dating websites will be required to have all males fill out such forms). I have never considered breaking a US law in all my life. But this is the first US law that I will break with pleasure. It is going to be overturned.

This is because the law focuses on the "agency" and not the male customer. The male customer can lie when he fills out the form, so the women will basically know nothing about him until they actually start talking with each other. This law is about what Senator Maria Cantwell openly stated to the owner of one of the dating sites: "I intend to put you out of business (because you are helping American men have a choice on whom to marry)."

The big sites have had to pay about $100,000 to comply with this...and even wondered if that payment would help create barriers to entry for competitors...before they decided that, no, this law is not going to help their business by keeping out competitors (it is not a lucrative business anyway). The law will be broken by others and it will be overturned quickly.

Lawyers are preparing now for an immediate challenge after March 6th.

If the porno industry could get hundreds of laws struck down, the legitimate dating industry will get this one struck down.

The problem is in the paperwork requirement, in case any of you think the form questions were "reasonable." The next thing you know, every aspect of your life will require that you fill out "reasonable" questions on a form. Where would it end? It won't, unless we start to roll this crap back.

It should be Anastasia Soloviev. She doesn't deserve to be called by her murderer husband's name anymore. Her bitch of a mother is now living in Washington State, however, and she has been very forceful in getting this fascist law passed with the help of the Democrats there.

The mother comes from a totalitarian state. She is succeeding at moving us down that path.

I do realize it is more men than women, but we must cover all the bases.

Let’s see if I have this right. Illegals aliens can come here and without any records and rape and kill and then run back to Mexico. But a man looking for a wife must submit a police report more stringent than required to marry a woman here. If a woman is brought in by an illegal aliens, and used as a slave no one knows. But a guy fed up with the feminist must submit to an anal investigation, in order to just be introduced. And this is because legal American men are some how more predatory then any other men in the world.

Welcome to the brave new world. Note, however, that black American men were not required to submit paperwork to meet white women after OJ murdered his wife. White men will be brought to heel first by the feminists.

I just learned that, on the form, a man will have to list every American state he lived in his entire adult life.

But go ahead and lie. Mailing lists to hundreds of thousands of men will advise them to lie and make a mockery of this law.

But we have to start working on our State Department as well. I should be able to get my girlfriend into the USA who does not have AIDS and is not a terrorist. But the feminazis have a tight stranglehold on our State Dept.

You have no way of knowing that this law addresses slave trade...not everyone talking to foreign women is a monster./

New prospective Foreign Brides are interviewed extensively and shown the prospective grooms background report prior to a visa being given.

So these women are being protected on the back end anyways.....sheesh

Damn I hope someone sues over this...its crazy!

For instance, if I fill out a form to meet someone, I will write New York and California in the "every state" category and move on...not giving a damn about even thinking about where else I lived.

It is not the government's God-damned business to ask this. I don't even live in the USA. So now my citizenship makes me a fugitive to fill out such paperwork to meet someone? I have Canadian citizenship as well. I can just tell the agencies I am Canadian and bypass all this if I want to.

But why do Canadian men have more rights than American men now? Why do Canadian men now live in a less left-wing dictatorship than the USA? Why did George Bush sign this?

This is not hypothetical opposition to feminist theory anymore. This is not like the days when Billy Jean King beat the funny male chauvinist guy in tennis in the 70s.

They are now US Senators and they are getting clueless Republican presidents to sign their anti-male laws.

Clueless...unless Bush fully expected the courts to strike this down when he signed this on January 6th.

So if a illegal immigrate woman date in U.S. with male U.S. citizen and it comes out that she is in the U.S. illegaly (unknown to the man). It's the guy who's thrown in jail.

When the republicans screw up, they really out do themselves.

I see this law being challenged real soon.

But I would not be surprise is some men converted to muslim of this law as a way to spite the feminists.

All I know is that I respected President Bush up until last night when I started to wonder for the first time. I spoke with Libertarian non-Bush-voter last night who owns a major dating agency on the US west coast. I was shocked by how our minds were the same regarding male rights...

We discussed how I had had no problem with the Patriot Act and the Wiretapping. I said that I did not see how these would effect anybody except terrorists and political Islam Muslims. He said that this was his first clue that our rights were going to be taken away across the board.

Although I politely disagreed with him on the Patriot Act and Wiretapping...he and I agreed completely that Democrat males and Republican males need to close ranks on this.

But how do we tell the President that this isn't some minor beef...that men are going to get mailing lists of millions of other American men and make this an issue in the elections?

I have written to Mike Pence about this. This isn't a throw-away issue or bargaining chip. It isn't something that the WOT can trump like so many other issues (I am into the rights of Americans to breathe fresh air in restaurants and bars - which puts me at odds with some Republicans but the WOT trumps that issue).

Does the White House monitor FR? Does the White House actually read its email?

By the way, I live in Germany and am a member of a German dating site (although inactive as I prefer my real-life girlfriend).

But what if the German website has to inform me on March 6th that I can no longer be a member because they don't have the bandwidth to try to comply with the new US law requiring background checks for American men who want to meet non-American women?

I could see American men being told to go away by foreign agencies with words to the effect of "even your own government doesn't trust you, why should we?"

I could solve this by stating that I am Canadian (dual citizenship).

But are all you American men happy about being the world's new second class citizens?

There is nothing 'new' about it. I think this law was slipped in it's 1000 plus page bill. Anyway, as a foreigner you need to understand that the democrats at the federal level and in the press are clinically insane, this not a joke, they are really crazy and they are the ones who probably slipped it in.

Now President Bush is an honorable person who has tried keep his campeign promises, and it he is truly honorable he will not fight for this law in the court, considering it is a mistake that needs to be fixed.

LOL, but I know of a case where an acquaintence of mine met a woman while he was working in St Petersburg. He paid the whole freight for her to come to the USA. She moved in with him. His neighbor was out of work. Within a couple of weeks the neighbor was bopping the Russian woman on a daily basis while my acquaintence was at work, after a couple of months of this she moved in with the neighbor. I don't know if he got a refund on his expenses from the woman or the neighbor, but I doubt it.
