But a true eunuch cannot help but be a eunuch (after all, where do you think the word EUnuch comes from). I get the feeling that their "unparalleled zeal" will be in the form of pronouncements, and possibly some bureaucratic nettling. They have only two options at present: paperwork or nuclear conflagration. It will take a truly epic disaster to rouse them I think.

This article shows that they can not even assemble 8,000 troops (out of 25,000 planned for a RDF) for a planned exercise from all of Europe

All of the EU combined could not project force anywhere, under almost any scenario.
