The cost of such an agreement is highly uncertain. In March 2003, the Office of the Chief Actuary estimated that the cost of the Mexican agreement would be $78 million in the first year and would grow to $650 million (in constant 2002 dollars) in 2050. The actuarial cost estimate assumes the initial number of newly eligible Mexican beneficiaries is equivalent to the 50,000 beneficiaries living in Mexico today and would grow sixfold over time.
Just bilking the US Taxpayer out of the dollars "Americans Won't Miss!" (If you live in a gated Community and have accrued your wealth by exploiting Illegal Infiltrators, that is!)
There's three big problems with what's going on with this Totalization agreement.
First, we don't know the exact terms of the agreement. The GAO report was only able to analyze the proposed agreement. The agreement signed hasn't been released to Congress, yet.
This is pretty scary because the terms of the proposal were awful. Based upon the full-court press the Bush administration and it's lickspittles are applying to gain acceptance for the so-called Guest Worker non-amnesty amnesty program, I would imagine that the actual terms of the are even more liberal in what they grant to the Mexican illegal aliens.
Second, we don't know what the actual costs will be because we don't yet know exactly how many illegals are currently working.
Third, under the terms of the agreement, the Mexican illegal alien can apply for and receive US SSA benefits for his Mexican national wife and Mexican national children, even if they've never been in the USA.
Talk about opening the door for Mexico to drain our SSA coffers!
What's to prevent the Mexican illegal alien from claiming his entire family (brothers, sisters, fathers, mothers, grandmothers, grandfathers, uncles, aunts, cousins, etc) as his dependants. Or, from claiming his wife's family (brothers, sisters, fathers, mothers, grandmothers, grandfathers, uncles, aunts, cousins, etc) as his dependants, too?!
Not our Social Security Administration. They already looked at the Mexican system and declared it to be sound. Yet, they provide no documentation that supports such a declaration. Instead, we're left to take them at their word.
Ri-ight... We're going to trust the Bush Administration to ensure that Mexico is being honest with us. Ri-ight...
But, under the terms of the agreement, the Mexican illegal alien can do this with impunity because the terms of the agreement say that his 'wife' and 'children' need not have to have ever been to the USA in order for the Mexican illegal alien to be allowed to collect US SSA benefits for them.
