That's precisely what it is. He's countering the Liberal myth that he's a puppet of GWB by talking tough on a matter that won't hurt the Yanks. If they want to guarantee Harper a second term in office the Bush Administration will give him a couple of "victories" that were denied to the Liberals (the other being softwood lumber).

Also Arctic explorers such as David Rae and Martin Frobisher discovered the Artic Staight and the surrounding islands and mainland and claimed them for England.
The Arctic became sovereign Canadian territory in 1867 with Confederation and the BNA act.
Our right to free passage through international waters IS our business.
