Funding is through the Dept. of Justice. National Inst. of Justice is a "research" branch. Just what are they researching?
Before they spent this $369,000, plus the costs of keeping it operational... where are the studies that prove a need for this level of security?
If I were a parent in this district I would want to know exactly what Phil Meara's (and the rest of the school board) reasoning is for adopting this system of security. As for swipe card technology, how can it be "obsolete"? It's used everywhere else successfully. Last time I stayed in a hotel the rooms were keyed with a swipe card.
