I think it's even simpler (and more sinister) than that. Basically, the bureaucracy is populated with people who have bought into socialism/statism, lock, stock, and barrel, and they are quietly, slowly (albeit not as slowly lately) implementing the socialist infrastructure.
Meanwhile, anyone who points it out is "paranoid" and "conspiracy-minded" -- and therefore, dismissed out of hand.
I've given up. I've resigned myself to the fact that I'll be living out my days in a socialist workers utopia. My only consolation is that I'm getting real close to 60, in very poor health, so I won't have to endure decades of this orwellian shit.
Cue Fahrenheit 451 theme music...

That is the new federal plan plus the California new state plan. This is the same thing they did to the forests and wildlife areas. They receive the NGO foundation monies and as of the CFRs, they (the UN) owns them.
People don't know.
These programs have so many different aspects to them, they don't implement them all at the same time.

That means ALL FIFTY STATES are contractually obligated to implement it.
