That's actually an interesting question. Bill and Monica said they were not "having sex" since it was just an oral rendez-vous. Perhaps it is impossible for lesbians to have sex. Perhaps lesbians will be denied benefits.
But, I suspect the definition will depend on the agenda of the reviewer.
