No I believe it means that the pay raise does not apply to the current governor regardless of re-election. He won't have a chance to accept it or not accept it. He won't get it. If the GOP is behind the raise then they must believe that the next governor is going to be a Republican.
"But Gov. John Baldacci does not support the bill, said his spokeswoman Crystal Canney. Baldacci would not be affected by the raise, even if re-elected."
If Baldacci is re-elected why wouldn't it affect him? Why pass a bill and let it lay in limbo?
