I agree. Specter was very public about wanting this committee chair... now he has it. He isn't going to let anyone try to run it - it's about power, IMO.
IMO, it's not about power at all, it's about proper protocol in submitting requests to the committee. Kennedy assumed Spectre had received the document and decided not to include it in the proceedings, and became extremely arrogant about the fact. Then when he made threats to send the committee to a recess without proper authority to do so, Spectre asserted his authority correctly. No power play there at all.
