It looks a lot like a "diver down" flag, but it is the wrong colors. Maybe in those colors it means "automobile with passenger trapped inside down".

Great photo. Hopefully, he blew off 150 pounds during the Alito hearings. Ted has been a disgrace to his family. I truly hope he feels remorse for his younger days plus every mean thing he spews.
