Going back to Vaquero's point about gridlock - wouldn't Spitzer as Governor guarantee partisan Republican opposition to such moves, and perhaps some problems with Dems as well?

A pro-abortion RINO pretty much wraps up the issue. There can be no roll backs in that case.
