I'm thinking of starting to ask where customer support is located before making a major purchase. In, fact, might be a good topic for a website.
You're kind of late to this game.
As soon as I hear a foreign accent, I tell the caller that I'm not interested in what their selling. If they're trying to help me with a problem related to a product, I ask for an English speaking person.
Three years ago I even had an obviously Indian person identify himself as Enrique Iglesias. I asked him if he knew who Julio Iglesias was in the U.S. and he said he didn't know that there was one. I told him to call me back when he had the right answer.
