Verily, yet, the purview of the civil government extendeth to the limit of the self-government of it's citizenry, commenceth where the latter faileth, and remaineth at all times vigilant to establish itself lord forever over all that self-government may perchance abdicate. Guard ye well, therefore, thine own paths and govern thyself aright, that they self-governance may be a stout bulwark against undue growth of the civil authority.
