The one in New Mexico is not that far from the WIPP, near where my Mom grew up (and a large contigent of her family still live).

For this California native whose family has been in a lot of quakes ... no, a 3.0 quake is not much at all. Around here, it would hardly be noticed. Upper 5s, and anything up to the mid 6s will be pretty noticeable, and 6.5 or higher will be CERTAINLY spooky. A 7.0 or higher ... that's when it starts to get dangerous. But a 3.0? Like a very heavy truck going by on the street.
