If Tookie is so influential a peacemaker why can't he "urge" peace in the event of his execution and have the gangsters abide by his request?

There you go! Good point! But then we all know this is all about "tookie" and politics...not tookie and redemption. He even lied about being the founder of the Cribs/Crips.
