I'm sure some overly anal freepers will agree that giving the ticket was proper if he broke the law.
I'm sure it's important to the woman who was driving the car.
I thought citations were routinely written at accident sites (running a stop sign/traffic signal, illegal lane change, etc.)
I imagine they are important to insurance companies and juries if there are damages and injuries.
Its probably significant to the driver to know he/she wasn't entirely at fault in this sad accident.
Or, "Wonder how much damage he did to the car?"
The only purpose for the ticket, as I see it, is to protect the woman who hit him. It protects her, somewhat, from lawsuits and establishes a claim for the damages to her car. I really don't think it is a big deal...
I know that if I had been driving the car that struck him, the ticket would be very important. Count me as one of the 'anal' crowd.
