Technically not subliminal. A subliminal message is a signal or message designed to pass below the normal limits of perception. For example it might be inaudible to the conscious mind (but audible to the unconscious or deeper mind) or might be an image transmitted briefly and unperceived consciously and yet perceived unconsciously.

In order to pull that little trick, they had to key an animated "X" in every fifteen frames or so.

I wouldn't tune into CNN for love or money. Nothing they do in error, nor on purpose, would surprise me in the least.
My guess (and it is just a guess) is that they had a focus group going on the speech and when one person indicated a negative reaction the video display of their input was accidently overlayed on the broadcast instead of kept 'in house'.
