In typical "Roberts Rules," yes, you must vote for the bill that you introduce, or else it is merely withdrawn.

Well, Charlie Rangel introduced some bill to bring back the draft, and then he voted against it, so I don't think so. I don't understand why Linder voted for this resolution. It is a non-binding resolution, BTW, not a bill.
