The 2nd Amendment of the Constitution guarantees all of us the right to bear arms. So, why do we citizens have to file for a permit?

2. SCOTUS
3. Liberals

I can understand item #2 (SCOTUS); they're just covering their collective a$$e$, and #3 (Liberals) they can kiss Slick Willy; but Amendment XIX? What does Womens Suffrage and the right to vote have to do with the requirement to file for a permit?
