Incidentally, I read on another thread that only about 30% of those arrested actually qualified as "youth," by which I assume they meant under 21.
Steyn is right, though; it's all moving a lot faster than anyone expected.
It's like the gun injury figures: Statistics on the number of "children" injured by guns in the home include "children" aged 19 and 20 who were using them in drug wars.
