Not necessarily. This same thing happened at a frat party when I was at Penn State. These guys may be football jocks, but it would be wrong to assume that this behavior is because they are jocks.
The behavior, and the idea that they can get away with it, is a noblesse oblige attitude taken by anyone who assumes they have a right to do anything they want. Sometimes it's jocks, sometimes, it's frat boys, sometimes, it's just a gang of guys who think the girl would never tell on them.
