1,3, and 9 are too close to call, with less than 25% reporting.
I based my early call on a comparison of the percentage split on the early vote to the percentage vote on the total vote. In those cases, the margin while starting close and remaining close at that point were getting larger. Thus there was no indication that the race was getting tighter.
It isn't a foolproof system, but in this case it seems to have worked. With over 90 % in now, everything went as I called it earlier this evening. Only 5 (commercial interest rates) and 9 (6 year terms for the regional mobility commissioners) failed.
