I believe they are primarily rioting against the free trade initiative CAFTA that GWB is promoting at the summit their holding down there, so yes it is against GWB. Me worries.

Their famous ex footballer (soccer) Maradona called GWB a piece of garbage which was because of the free trade agreement. Apartantly he/they feel that American are exploiting poorer countries - unreal America give more aid than any other country in the world.

Also with Maradona's own drug problems etc he has no right to call anyone garbage personally I think that describes him.
