Buried deep in the massive House spending-cut proposal is a provision to do what many conservatives have been wanting to do for years: split up the liberal 9th U.S. Circuit Court of Appeals and allow President Bush to appoint some new judges to it.

I'm sure the 9th circuit will rule that this is unconstitutional.
They divided the Firth Circuit some years back to create the Eleventh Circuit. There's no reason the Ninth Circuit can't be divided.

Let California have their own court, while the other states are freed from the anti-Constitution 9th Circuit.
This would indeed change the face of America and be a great triumph for Bush.
It should be well-publicized, along with the long series of lunatic ruling by that insane cabal of social freaks.
It would certainly boost Bush's ratings wher in counts - among those of us who voted for him - which is a significant majority of Americans.
This frustrates me. This shouldn't be a "republican" or "democrat" issue. Nobody loses power if we split this thing. We don't even need that many new justices, for a start they could just divide the justices from the current circuit.
It seems every senator except the california ones should love this idea, because it would benefit their constituents to have a more responsive appeals court. Even california SHOULD like this for the same reason.
