I can't figure out if Libby is being indicted for his lies to the press.

Well, the news conference made it pretty clear that he is being charged with misleading investigators and the GJ, and lying to investigators. Lying to reporters wasn't illegal, it was the lying to investigators that was.

but to demonstrate that he lied to investigators about what he said to the media, you have to believe the testimony of the media to use as the basis of fact.
