What constitutes "intelligence community"? In DC? When I have been there, all I think about is every one is a spy. Even the receptionist at the Holiday Inn. It comes from reading a lot of spy suspense/thrillers, but the idea must have come from somewhere for so many books to portray taxi drivers and janitors and what-not as spies.
