Good afternoon.

The only problem I have with the Swiss system is the "Every male between certain ages" part.

I'm past the upper age limit, but a better shot and much wiser than when I did fit the parameters. My wife is also past the age and not male but she is a deadly pistolera when she's scared or her family is threatened.

The militia should be composed of any citizen willing and able to serve.

Now, where do I get issued my weapon?

Just considering logistical issues; The short answer is yes. Any fire arm you care to own after that is entirely up to you and purchased at your expense.
