Mayor Ray Nagin says the city has to lay off as many as 3,000 workers.

Off to Texas they go for a real life.

It took him this long to figure out that the city was not operating as normal and the employees weren't needed at this time.....

Rats! I thought he was going to resign... but now the question must be... do all cities work on immediate flow of tax dollars.. don't cities normally have a 3 - 6 reserve designed for just these types of events??? What about designated resources from other sources.. they cannot be spent on just anything.. also, what about the tons of FEMA $$s going into the city.. none of this makes sense.. but then again... nothing has ever made sense in NO..

I guess my question calls for Cities to be managed like a business.. Oh MY.. you all must be laughing at me now...
