Sounds like they searched the residence of the deceased. Which would mean they know his identity.
They knew his identity and plan to give him a new one.
That would work except they searched quite a few apartments there from what was reported. I do believe they know who it is but not releasing that information. They are not even using the customary next of kin notification.
