Now if you were to plan a devastating act would you plan it when there will be the biggest security and a time when most think of it happening, or would you plan it when LEAST EXPECTED?

Considering that this story was placed far down on CNN's site (even below Guliani deciding whether to run for President or not), and didn't even rate coverage on Fox's front page (at least when I checked), you tell me.
I'll stick to the nutcase theory.
