The cops on the scene think that the bomber was trying to attach the bombs to the parked buses when a bomb detonated before he could do so. Now we know what Nagin will say. "We didn't use the buses to evacuate because there were rumors they had bombs attached to 'em by the same folks who bombed the levee."
