Los Angeles Police Department officials said Tuesday that two juvenile
suspects are being sought in connection with the incident involving an
explosive device found Oct. 7 on the 500 block of Midvale Avenue.
Officials also said police consider the suspects to pose no threat and
their actions as tantamount to "some kids playing around," said Sgt.
Katherine Plows of the LAPD.
Authorities would not say whether the suspects are believed to be
UCLA students or if they have any UCLA ties.
Responding to a call made at 11:13 a.m. Friday, authorities arrived at
527 Midvale Ave. to find an improvised explosive device made from
two M-80 fireworks taped together, Plows said. One of the fireworks
was detonated but the other was a dud, she said. M-80s are illegal in
the United States.
Though several residents said they heard a small explosion sometime
between 5 a.m. and 8 a.m. that morning, the police were not called
until a resident found the device several hours later in the open-air
courtyard within the Midvale Plaza apartment complex. The LAPD
bomb squad inspected and detonated the device shortly after 1 p.m.
Friday.

Jihad Web Sites Offer Nuke Plans

Two Islamist web sites are now offering instructions on how to build a
nuclear bomb and use it to wage jihad against America.
The Middle Eastern Media Research Institute reports that a "how-to"
manual dubbed: "An Encyclopedia for the Preparation of Nuclear
Weapons" turned up in the last week on web sites with Arabic titles
that translate to mean "Paradise" and "Mujahadeen."
The Encyclopedia offers a nine step lesson in nuclear bombmaking and
runs about 80 pages. It was also published under the title: "The
Nuclear Bomb of Jihad and the Way to Enrich Uranium."
The web site posting was dedicated to as "the commander of the Jihad
fighters, Sheikh Osama bin Laden, for the purpose of Jihad for the
sake of Allah."
The "Encyclopedia" was published as "a scientific research by Jihad
Fighter No. 1," who wrote: "For the past two years, I have been
studying nuclear physics through various scientific forums and Jihadist
forums. Similarly, I have been studying the technology of missiles and
various types of explosives and explosive devices."
Jihad Figher No. 1 goes on to explain:
"I believe that the strategic balance of Jihad fighters from a military
point of view cannot change without proper scientific progress.
However, this kind of progress, along with the [necessary]
experiments, require laboratories.
"Therefore, my brother the Jihad fighter, I have tried to present
experiments that are simple and within your capabilities, or, as is
commonly said, [that can be conducted] in the kitchen . . . .
"What is important now [to recall] is that the nuclear device is a bomb
with special qualities, which requires means for its transportation to
its final goal whether it be carried by an airplane or a missile.
Hence, it is very important to acquire knowledge about missiles as a
means of carrying and launching."

Then imagine that trip coming to a rude conclusion when your
five fellow travelers finger you as the guy who stole that ride,
a $7 million Cessna Citation VII.
That's the situation facing Daniel Andrew Wolcott of Buford.
Police arrested him Wednesday and charged him with taking
the airplane, boosted from St. Augustine, Fla., last weekend
and flown to Gwinnett County Airport/Briscoe Field.
Wolcott, 22, is facing five misdemeanor counts and one felony
charge in Gwinnett for the alleged theft. He may face more,
too: Federal officials and Florida authorities are considering
filing charges.
Police said Wolcott has a commercial-rated pilot's license, but
is not licensed to fly the Cessna, a sophisticated machine that
can climb eight miles into the sky and exceed 500 mph.
Wolcott, said police spokesman Darren Moloney, "apparently is
a talented and gifted pilot."

Some 3,000 "core militants" received military training in Libya before
joining the Islamic insurgency in Thailand's Muslim-majority south, a
top general said Wednesday.
"The militants have advanced over the last 20 years, as the core
members went to receive military training in Libya for four years, just
like our soldiers train," General Panlop Pinmanee told a seminar of
100 security officials.
"When they returned they became the chief operators in the south.
Those militants have (the) same capacity as our commandos. There
are 1,000 of them in each province and all together there are 30,000
sympathisers across three provinces," he said.
